For MSI-based deployments, use the Office Customization Tool (OCT) before installation to set your users' default settings, install Outlook, then enforce those settings and prevent users changing them after installation by using Group Policy. The MSI and Click-to-Run versions of Office and Outlook 2016 have different configuration options and administration tools.
